(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the relevant policies and regulations of government procurement in support of small and medium-sized enterprises, energy-saving products, and welfare enterprises.

(c)本項(xiàng)目的特定資格要求：（1）符合《中華人民共和國(guó)政府采購(gòu)法》第二十二條的規(guī)定,；
（2）未被“信用中國(guó)”（www.creditchina.gov.cn）,、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體,、政府采購(gòu)嚴(yán)重違法失信行為記錄名單,；
（3）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目（不接受）分公司以自己名義參加采購(gòu)活動(dòng)）；
（4）具有通信工程施工總承包三級(jí)及以上資質(zhì),；
（5）具有安全生產(chǎn)許可證（有效期內(nèi)）,；
（6）擬派項(xiàng)目負(fù)責(zé)人具有通信與廣電工程專業(yè)一級(jí)注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū),；
（7）本項(xiàng)目專門(mén)面向中小企業(yè)采購(gòu),。

(c)Specific qualification requirements for this program: (1) In accordance with the provisions of Article 22 of the "Law of the People's Republic of China on the Law of the's Republic of China on the Purchase of Goods and Services by the State"; (2) Not included in the list of "credit China" (www.creditchinagov.cn), China Government Procurement Network (www.ccgp.gov.cn) listed as a person who has not fulfilled his obligations, a major tax of credit subject, a serious violation of credit in government procurement; (3) Must be a legal person or an unincorporated organization established in accordance with the law within the of our country (this project does not accept branch companies participating in procurement activities in their own name); (4) Possess the qualification of general contracting of communication engineering construction of level or above; (5) Possess a safety production license (within the validity period); (6) The person in charge of the project to be appointed must have the first- registered constructor qualification of comm
