CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Polycarbonate Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)為本次投標(biāo)所投產(chǎn)品的制造商,。如投標(biāo)人為制造商同一集團(tuán)負(fù)責(zé)銷售投標(biāo)所投產(chǎn)品的全資子公司,、控股子公司（投標(biāo)人應(yīng)提供制造商或其上級(jí)公司證明上述事項(xiàng)的證明文件），則視投標(biāo)人為制造商,。不能再將此貨物同時(shí)授權(quán)給其他投標(biāo)人參與投標(biāo),，否則相關(guān)的所有投標(biāo)將被拒絕。

Bid by Agent is not accepted. The bidder shall be the manufacturer of the bidding products. If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related bids will be rejected.

C.投標(biāo)文件中提供制造商授權(quán)書的中標(biāo)候選人,，應(yīng)在中標(biāo)候選人公示后 3個(gè)工作日內(nèi)將制造商授權(quán)書原件（簽字或人名章或公章均須為原件,，不接受掃描打印文件）送達(dá)招標(biāo)人聯(lián)系人進(jìn)行核驗(yàn)，對(duì)于國外制造商授權(quán)書原件,，投標(biāo)人提前準(zhǔn)備以滿足核驗(yàn)原件期限要求,。投標(biāo)文件中提供的制造商授權(quán)書可在制造商官方網(wǎng)站上查詢并核驗(yàn)一致的或紙質(zhì)投標(biāo)已遞交制造商授權(quán)書原件的，可免于送交原件核驗(yàn),。核驗(yàn)結(jié)果不一致的,，將按照提供虛假投標(biāo)資料處理；未能在規(guī)定期限內(nèi)提供原件的,，將視為不如實(shí)提供材料處理,。上述兩類情況將取消中標(biāo)候選人資格及中標(biāo)資格，并按照中國海油相關(guān)制度規(guī)定給予禁用等處理,。

The winning candidates who provide the manufacturer's authorization letter in the tender documents shall deliver the original manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. Scanned and printed documents will not be accepted) to the contact person of the tenderer for verification within 3 working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the time limit requirement for verifying the original. The manufacturer's authorization letter provided in the tender documents can be verified and verified on the manufacturer's official website. If the original manufacturer's authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it will be dealt with as providing false bidding materials. Failure to provide the original documents within the prescribed time limit will be treated as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.

（2）資質(zhì)要求Qualification requirement:

投標(biāo)產(chǎn)品制造商應(yīng)取得覆蓋本次投標(biāo)產(chǎn)品且有效的至少為B級(jí)的《中華人民共和國特種設(shè)備生產(chǎn)許可證》（壓力管道閥門）,。投標(biāo)時(shí)需提供證書原件掃描件（原件備查）并可在全國特種設(shè)備公示信息查詢平臺(tái)（https:****）或行政主管部門網(wǎng)站核實(shí)。

The manufacturer of the bidding product shall obtain a valid "Production License of Special Equipment People's Republic of China" (for the manufacture of pressure pipeline components) ,ranking B or above that cover the bidding products.

A scanned copy of the original certificate must be provided (for future reference) in the bidding document and can be accessed on the National Special Equipment Publicity Information Query Platform (https:****) or verified on the website of the administrative authority.

（3）業(yè)績要求Requirement for Bidder's reference:

****至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)）,，投標(biāo)人所投產(chǎn)品的制造商應(yīng)具有至少1個(gè)合同的中國境內(nèi)聚碳酸酯（PC）裝置電動(dòng)分配閥的供貨業(yè)績（供貨業(yè)績的制造商必須是本次投標(biāo)產(chǎn)品的制造商）,，且滿足單個(gè)合同至少包含2臺(tái)主體材質(zhì)為904L的閥門和至少2臺(tái)尺寸不小于6英寸的閥門（如2臺(tái)閥門同時(shí)滿足上述要求也視為滿足業(yè)績要求）。
投標(biāo)人須按規(guī)定格式提交業(yè)績表,，并提交相關(guān)業(yè)績證明文件,。業(yè)績證明文件包括但不限于：銷售合同復(fù)印件。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間,、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章,，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）,、制造商名稱、裝置名稱,、貨物名稱,、閥門尺寸、閥門主體材質(zhì),，閥門數(shù)量,。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外,，還應(yīng)提供相應(yīng)的已到貨訂單,，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績,。
未提交業(yè)績證明文件,，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績,。

From January 1st, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least one contract of supply performance of Electric-driven Distribution Valve of Polycarbonate Plant, and meet the technical requirement at the same time: 1) at least 2 sets of valves with the main body made from 904L2) at least 2 sets of valve size are equal or larger than 6 inch. (If 2 valves meet the 2 requirements at the same time in one contract is deemed as valid performance)

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, valve size, material and quantity.

If the performance contract is a framework agreement, in addition to providing the main agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

10. 提示Notes

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

投標(biāo)人對(duì)開標(biāo)有異議的,，應(yīng)當(dāng)在開標(biāo)現(xiàn)場(chǎng)提出，招標(biāo)人當(dāng)場(chǎng)做出答復(fù),，并制作記錄,。未在線上開標(biāo)現(xiàn)場(chǎng)提出的開標(biāo)異議，不予受理,。

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
